Popover on parts of image?

I want to show a market map, and when one hovers over specific parts of the market (aka parts of the image), that a popover is triggered that shows which store is in that part of the market.

As far as I can see popovers can only be activated by block. Would there be a way to trigger it with specific parts of an image? Or a workaround?
