Most of the time, the Visibility Conditions is not working properly.
Then I only get All / Frontpage / 404 in the selection dropdown.

This gives the impression API REST is disabled on your installation, or at least from the themer.
Can you open your browser console and tell me if you see any errors in there?

bit got lots of yellow ones for cookies.
But as mention, its only sometimes, or mostly it do not work, and then sometimes I get them all.

The error code 508 would suggest that you’re hitting limits on the hosting side of things which would explain why the Themer can’t access the API REST at those specific moments.
Is your installation on a shared hosting environment?
Might be a good idea to check out the server resources in this instance and look at the usage and if you’re hitting the limits.
