I have been able to reproduce this issue on my end, and can confirm it is a bug.
Rest assured, we’ll have a fix for this as soon as possible.

@Louis, As a follow up to this, to help isolate it, it only seems to occur when there is a header and footer associated with the template using Fragments.
When adding template parts directly to the template, all three show correctly.
