add the sizing properties for the section and div block to the primary tab

Hi @Louis,

This request seems redundant now, given the removal of duplication of design properties within the primary tab and the fact that the new Section block doesn’t have a primary tab currently.

Based on those factors, perhaps it can be marked as done?
