maybe I missed something, but could not find a way to rename fragments. In a development process with growing number of template parts and fragments, it might be necessary/ useful to do some restructuring with changing names

While you can’t rename the Global fragment titles, simply clicking on the Fragment title and typing in your change should do the trick 
oh sh…t.
Maybe because there is no highlighting/ activation on hoover or click, I was not expecting it is possible
