Converting a List element into a component removes <ul> or <ol>

When converting a section that uses the List element into a component, the output removes the outer ul or ol

Step-by-step reproduction instructions:

1. Open the Post Editor/Site Editor
2. Add a Section then add a List.
3. Convert Section to Component
4. Connect Component List to List Element Content
5. Save and inspect code
