Back end doesn't show page correctly on mobile or tablet view

The builder (top) doesn’t show the page as it appears on firefox/chrome (bottom).

I can’t see any reason for the difference, the css looks identical. I have to change the css in firefox inspector then go back to the builder and copy it over.
