Adding a default template for a specific page with title containing "&" displays character code in themer title

Description:

When adding a default template for a specific page in the themer, if the page title contains “&” (or some other characters presumably) the themer title displays displays the character code rather than the expected character.

Step-by-step reproduction instructions:

  1. Create a page with an “&” in the title (e.g. “Terms & Conditions”)
  2. Create a default page template for that specific page in the themer
  3. Note the themer title shows as “Page: Terms & Conditions”
  4. Note that the title in the template editor displays correctly.
