I think we can assume this is correct behaviour and the Time condition is activated after the specified time every day after the specified date. If that is the case, then ideally we need a feature request for a DateTime condition that will do what you are requesting. It will be useful to have a Visibility condition that accepts a DateTime.

This can be a completely new one, or the existing Date condition can be enhanced to accept an optional time portion.
