Tooltips are obscured by admin bar in post editor

When using the post editor the tooltips are obscured by the admin bar.

Step-by-step reproduction instructions:

  1. Open the Post Editor
  2. Hover one of the action items in the top Cwicly bar

This is unusual indeed. Might I ask you if there is any element above the toolbar header? Or is this a part of your browser?

This is the WordPress admin bar displayed above - it only occurs when fullscreen mode is off.
