As said in my previous answer, a display:none;
property is added to #gform_wrapper_1
and then removed with JS. Where this originates from is likely to be Gravity Forms themselves. Maybe they can give some insight on how to remove that specific rule, or shed light on its necessity.
The reason this is an issue is that when requesting a specific anchor while accessing the page, the browser will register the position of the element before display:none;
is removed.
