Paragraph highlighter color picker all colours are grey

Description:
The highlighter on the paragraph has colors that are all grey, even on a clean, fresh install.
Disabling Cwicly resolves the problem; no other plugins are installed.

Please write the steps needed to reproduce the bug.

1. Open the Post Editor/Site Editor
2. select any paragraph text
3. choose highlighter option
4. color pickers open’s displaying all colors as grey

I have been able to reproduce this error on my end, though it is inconsistent from installation to installation.
Rest assured, we will investigate this issue further and see what the root cause is.

Sorry for the trouble you experienced here.
Indeed, in some circumstances Global Colours were not being loaded.

This should be fixed in 1.2.9.9.4.
