Allow settings to be read from theme.json

With most block themes basic features like content width, colors, fonts, fluid typography, etc are set in the theme.json file and then these are used as the default, which can later be over-ridden in the Site Editor.

It would be nice is the Cwicly global options and settings could be set in the theme.json file of a child theme and then loaded, shown, and used as defaults in the UI, which the user could then change. This would allow for the creation of Cwicly child themes with designs that work with the Gutenberg options (as opposed to just a spread sheet).
